In the wake of the tsunami and earthquakes, there was an enormous outpouring of international aid for all the affected nations. Indonesia, which was particularly hard-hit, received multiple pledges to support the relief, rehabilitation and reconstruction of Aceh and Nias. The BRR estimated the total amount of pledges at around US$ 5 billions.

With such a large influx of funds, one of the largest challenges facing the Government of Indonesia is ensuring that these resources are managed effectively and in a coordinated and transparent way.

As one of the mechanisms to ensure efficient and coordinated delivery of financial support, the Government of Indonesia requested the World Bank, to set up a Multi-Donor Fund, which to date represents over US$700 million and to date has 15 donors.


Policy document :

This sets out the assistance policy of the MDF in providing rules and guidance for prioritizing relevant assistance/ funding to meet the urgent needs of the recovery effort, taking into account the finite resources of the MDF in comparison to the overall needs of the recovery program.


Operations Manual :


Based on resolutions setting up the Trust Fund with the International Development Association (IDA World Bank) as Trustee, the Operations Manual forms the main reference as to the structure and organization of MDF, its processes and operational procedures.
