Project Description :
The IRFF Project is a BRR co-fi nanced project
providing funds for key infrastructure
projects identifi ed through the Infrastructure
Reconstruction Enabling Program.
IRFF increases the fl exibility of BRR to fund infrastructure activities, allowing projects to be funded as soon
as they are ready. The project fi nances infrastructure at Province and District level, identifi ed through the
Infrastructure Reconstruction Enabling Project (IREP) framework. Like IREP, it strongly emphasizes capacity
building for local and provincial governments. Together, both projects strive to contribute to the BRR’s
transition strategy of progressively involving local governments and eventually handing over decision making
and implementation responsibilities to them.

Achievement to date:
IRFF utilizes local investment plans and the IREP strategy to identify possible projects for implementation. Environmental impact assessments and associated management plans ensure that environmental safeguards are in place. All required Environmental Assessments have already been completed. Projects have shown significant progress over the past year with most of the sub-projects now completed and all remaining projects under construction. The portfolio achieved 76.80% physical progress by September, 2009. Of the 53 sub-projects, 41 have been completed. with 12 projects at various stages of implementation.

Challenges:
Many natural challenges are faced by contractors in the construction of projects in Aceh and Nias, including difficul conditions in mountainous areas, rain and flooding and landslides. Contractors capacity has also been a constant challenge, leading to delays in project implementation. It is creitical to ensure that the significant investments made in IRFF projects can be sustained beyond the implentation period.
